The Personal Licence & NCPLH

Help page

All you need to know about a personal licence and the

National Certificate for Personal Licence Holders (NCPLH)

What is a Personal Licence?

A personal licence allows an individual to authorise the sale or supply or alcohol under the Licensing Act 2003. Since November 2005, all alcohol-serving premises with a premises licence now need one personal licence holder attached to the premises licence.

It is wise to have a couple of personal licence holders just in case of any unforeseen events etc. one of whom will be named on the premises licence as the Designated Premises Supervisor (DPS). Every sale of alcohol under the premises licence must be authorised by the Designated Premises Supervisor, or by another person who holds a personal licence. It is a good idea to have more than one personal licence holder on your premises licence to cover things such as sickness, holidays and days off.

We recommend that most premises should have at least two personal licence holders assigned to anyone premises. Remember only one personal licence holder can be the (DPS) Designated Premises Supervisor. Tp become the (DPS) on a premises licence you will need to consent in writing as you will become the main point of contact to the local authorities for those premises.

How old do you have to be?

To become a personal licence holder you must be

over 18.

How much does it cost?
