Personal Licence & NCPLH Help Web page

What is a NCPLH?
NCPLH stands for National Certificate for Personal Licence Holders, it is a QCA approved qualification allowing the holder to obtain a personal licence.
What is a personal licence?
A personal licence allows an individual to authorise the sale or supply of alcohol under the Licensing Act 2003. Since November 2005, all alcohol-serving premises with a premises licence need a personal licence holder to authorise the sale or supply of alcohol. One personal licence holder should be named on the premises licence as the Designated Premises Supervisor (DPS). Every sale of alcohol under the premises licence must be authorised by either a personal licence holder or Designated Premises Supervisor. It is a good idea to have more than one personal licence holder on your premises licence to cover things such as sickness, holidays and days off.
We recommend that most premises should have at least two personal licence holders assigned to anyone premises.
How old do you have to be?
To become a personal licence holder you must be over 18.
How much does it cost?
A personal licence costs £37.
How long is it valid?
A personal licence is valid for ten years from the date it is issued.
Where is it valid?
Your personal licence is portable throughout England and Wales.
Do I need a qualification to be a personal licence holder?
Yes you need a National Certificate for Personal Licence Holders (NCPLH).

What is a Designated Premises Supervisor?
A Designated Premises Supervisor (DPS) is a personal licence holder named on the premises licence (not necessarily the applicant) this person is responsible for authorising the sale or supply of alcohol at the premises and will normally be the person responsible for the day to day running of the premises. A DPS must hold a personal licence.

Once I have taken my (NCPLH) personal licence holders course, what happens next?

As soon as you pass your NCPLH training course and receive your certificate you can then apply for your personal licence. This must be done with your local councils licensing authority or licensing department. Your personal licence is granted by the licensing authority in the area where you live and remains with that council even if you move away from the area.
